Technically, a loaner. It just seems easier to say a 'MARA scholar' 'cause most people understand how MARA is a convertible loan instead of a full scholarship.

Betul je. It's just the private companies having small scholarships for people they want to get to work in their companies after the students graduate. These companies usually have a limited amount of people sponsored, probably ten or so, and usually come with working bonds after graduation.
So after finishing A-levels prep program, would I be able to apply for scholarships to fly overseas if I didn't receive it in the first place?

Yes, but then you'd have to pay for it on your own, so that's a big risk, unless you have your own money, then that's fine.
