You can still receive your official goods even if you're not a level 3 member on the fancafe. I don't know if this answers your question? ^^

Sometimes it takes a while for your rank to change, please be patient.
Now that is leveling up season, around how kind do you think it'll take to get reply for level up application?
We aren't the fancafe's admins so we don't know how fast they reply to level up...
