I see that someone also got a notif which says "축하합니다~ 님이 정회원으로 등급 UP 되셨어요!" I tried to gtrans it just to have an idea what it says though I understand the congratulations part. Does it mean that we've leveled up but the admins are still working on changing your status on your page?

I applied for level 2 about 3 weeks ago and still didn't level me ,, can I apply for level 3 because the deadline is soo soon? and is the subscriber name is the payer name? ^^

Yes the subscriber name may be the payer name, it depends if it's the same person or not ^^
And you can try applying for level 3 even if you're not level 2 yet, maybe that both your applications will be correct, it's worth a try ^^

As long as you apply for level 3 before the 22, you're okay. It will take a while for TS to level up everyone who sent an application for level 3.

Be patient, the admins try to check the applications as fast as they can.

Whenever I try to create my daum account and I insert my email and try to confirm, it keeps saying that the expiration time has be exceeded and to try from the beginning but no matter how much I try it doesn't allow me to create the account. What should I do?

If you applied before the 22, there's no problem. The admins do their best to speed up the process but a lot of application will be checked AFTER the deadline, so don't worry too much.
