I'm having trouble getting my Community Video below 250mb so it can be uploaded ever since Handbrake updated and removed the target file size option, now it increases the file size by a little instead of condensing it. Do you know any other ways to condense it?
Most video editing programs have a bitrate you can edit and change. The lower it is, the lower the file size
