it pisses me off or it pissed me off?

If it happened in the past, "It pissed me off": It pissed me off yesterday when my phone didn't work.
If it's happening in the present tense or if it happens all the time, "It pisses me off": It pisses me off every time my phone doesn't work.

Someone says 'I love guys who suits up',does the speaker mean tht she love guys who wear formal attire or dress up well occasionally?

To "suit up" means to get ready for an activity by putting on a uniform or special clothes. Therefore, "I love guys who suit up" is closer to "I love guys who put on a uniform." If you want to express appreciation for guys who wear suits, it should be "I love guys who wear suits" or to be even more general, "I love guys who dress formally."

"Pay for my school fee" or "pay my school fee"? Thanks in advance! :)

When it comes to "fees," we pay them, not pay for them. Therefore, it would be "Pay my school fee."
However, we pay FOR a wedding, pay FOR a honeymoon, pay FOR lunch, etc. And when you're paying on behalf of someone else, it's always pay for: Let me pay FOR you this time, I'm paying FOR me and my wife, etc.
But when you're giving money directly to someone, you pay them (not pay FOR): Please pay Mike for the book he bought me; Can you pay me back before Friday?

"She has had her breakfast" is another way of saying "She has eaten her breakfast."
(And one of the biggest differences between "She has eaten breakfast" and "She ate breakfast" is that "She has eaten breakfast" suggests that it happened recently.)

what is the differences between shoot & shot,, loose & lose ??

"Shoot" = present tense: I shoot guns at the shooting range every day.
"Shot" = past tense of "shoot": I shot 30 times during the basketball game and missed only twice.

"Loose" is an adjective that is the opposite of "tight": These pants are too loose; I'm going to buy a smaller size.
"Lose" is a present tense verb that means the opposite of "win": I lose too often when I play poker.

1. My parent's books = my mom's books or my dad's books (one parent owns the books)
2. My parents' books = books that belong to both my mom and dad (both parents own the books)

They are common nouns. They become proper nouns when you add their names: King George, Queen Elizabeth, Prince Edward, Princess Bubblegum, etc.
