what is the difference between whether and rather?

"Whether" is a PRONOUN used in expressing a choice or alternative:
- I'm not sure WHETHER I want tacos or pizza for lunch.
- WHETHER one prefers coffee or tea, one should respect other people's preference.
"Rather" is an ADVERB that means "more willingly, more readily, by preference":
- I would RATHER study than mow the lawn.
- Nan would RATHER wash the car than vacuum the house.
Keep in mind that "rather" has many other meanings and usages: http://www.vocabulary.com/dictionary/rather

can u help me how to improve my vocabulary? because I'm so difficult to understand some word that I don't know

1. Either buy a vocabulary book or Google "SAT vocabulary words" and find a list that you like (you'll find a lot of links, and they're all pretty good).
2. Spend 15 minutes a day memorizing the meanings of the words. Make sure you understand what they actually mean instead of just memorizing the definitions.
3. Spend 15 minutes a day using those words in sentences. Writing is better than simply saying it. (You remember it longer.)
4. For the words that you have a hard time memorizing, make mnemonics (memory-aiding devices). For help, read this article we wrote: http://bit.ly/1rINXnR
5. At the end of the week, try to write a really short story using some of the words you learned. (Don't look at the list; use your memory!)
Repeat this for a while and your vocabulary will improve dramatically.

what do i have to do on toefl test? i always get bad scores in structure test. please help :/

To be perfectly honest, we are not familiar at all with the TOEFL. We specialize in the two biggest exams in the U.S.: the SAT and the ACT. If you need help on the TOEFL, the best we can advise is that you use Google. (Sorry.)

How to use "quintessential" in sentence? is it grammatically correct to use "quintessential example"?

It's redundant to use "quintessential example" because "quintessential" already means "representing the perfect example of something."
For example,
- Nan is the quintessential example of a hero. (Not good.)
- Nan is the quintessential hero. (Good.)

how to improve our english? my problem is i dont know if i need to put 's' on that word or not . could u help me?

You need to be more specific: are you asking about nouns (adding "s" is how we make most nouns into plural ones) or verbs (adding "s" is how we express third-person singular present tense)?

Can i speak in english eventho my grammar is suck ? I mean english people do care bout it ? *my grammar is suck sorry:)*

Speaking in English is different from writing in English. People tend to be much more lenient and relaxed when it comes to spoken English. For instance, all of our admins never speak in formal English to one another. Instead, we use a lot of slang and idioms. However, in written English, we use as close to perfect grammar (and formal language) as possible.
In other words, don't worry too much about spoken English (unless you talk mostly with professionals, teachers, etc.).

How to use 'does' in sentences. Tq ^_^

- DOES Peter know that today is his brother's birthday?
- Nan DOES all her work before noon.
- The teacher is sure that Henry DOES all of his homework on his own.

everyone/everybody/anybody/anyone is or are? has or have?

Those are all SINGULAR pronouns, so it should be followed in the present tense by "is," "has," "eats," "reads," etc.

So she says is wrong? What if "she asks me to accompany her"?

"She says" is right: She says that I'm her favorite student.
"She asks me to accompany her" is also right.

Hello. Should be " sometimes include '' or "sometimes includes'' ?

It depends:
- My favorite artists (plural) sometimes include (plural) many K-pop bands.
- My list (singular) sometimes includes (singular) many comic books.

" there is a lot of cat" or "there are a lot of cat?" thank you before!!!

"There ARE a lot of CATS."
- There IS a lot of SNOW.
- There ARE a lot of CHILDREN.
- There IS a lot of FOOD.
We almost always put a plural noun after "a lot of"; the only exceptions are uncountable mass nouns (snow, food, work, stress, etc.).
And we choose "is" (singular) or "are" (plural) depending on which type of noun (singular or plural) we choose.

You are one of the people who is making my year a memorable one or you are one of the people who are????

Tricky. "You are one of the people who ARE making my year a memorable one."

If she asks or if she ask? When she asks when she ask?

Never "if she ask." ("She" is singular; "ask" is used with I, you, and PLURAL nouns and pronouns.)
Use "if she asks" for sentences that are in the present tense:
- If she asks you where I am, tell her that I am at school.
- If she asks for my phone number, don't give it to her!
- If she asks nicely, give her the name of my Tumblr.

"I just started reading Naruto and now I wish I hard read it years ago. I didn't know it's so.... perfect." Is this correct? thank you

So close! "I just started reading Naruto, and I wish I had done so years ago. I didn't know it was so perfect."
(You could replace the period with a colon.)

what does "will be on hand " mean?

It means "will be nearby and ready to help out if needed":
Henry: I'm really nervous about the TV interview tomorrow.
Nan: Don't worry. Peter and I will be on hand to answer the difficult questions.
