Not a gender equality expert here but I'm gonna try to answer.
Let's take a look at special compartments for ladies on Trans Jakarta buses and trains, example. The Jakarta government made those special compartments due to reports of sexual harassments by male passengers. I did experience a harassment when I was on board a Trans Jakarta back in 2011.
As for special parking space for ladies, I don't drive (that's why you see me on an ojek all the time) but I know for a fact that women find it hard to do parallel parking.
