Just download Unreal Engine 4 and learn Blueprints instead. Blueprints is similar to coding, but much easier to comprehend for someone who's new.

actually no, most game developers don't. most of us have tons of ideas that we want to work on, we just don't have the money or time to make all of them
The IGDB (Internet Gaming Data Base) is a Project to put together Information about all kinds of Games including especially the Persons behind the Games. It's still in closed beta (about 1k Members and 9k Game). Basically the target is to be what IMDB is for Movies just optimized for games. Thanks

how hard is it to get 1080p resolution?
Depends completely on how demanding the rest of the game is. 1080p is super easy if you're making a 2d platformer game, but much harder if you're using super high-end graphics, tons of effects, enemies, AI, etc. So I'll need more information to be able to answer the question properly It's like asking how hard it is to run up a hill. Who's running? How fast? How steep is the hill?

I know Goat Simulator was made in a couple of weeks, but what was the budget for it if it had a budget at all
Basically we had 10 employees working for 2.5 months, so the budget would be salary for 10 people, then add maybe 10% extra for rent, electricity, etc. You do the math! :p

sadly we can't add it due to performance issues with mobile. if we could have added it we would have, a long time ago :p
