How a character that had so many issues like Aquaman is top 3 now, but not back then before the nerfs?
He, like so many others, had REALLY bad matchups with the old top 2 (Superman/Black Adam) however those were his only problem matchups. They were really common characters though, so running through a tournament without fighting them was really uncommon. Once they nerfed those two, he went from having potentially two common 3-7 matchups to now having maybe one bad matchup, and it's a character almost nobody plays.

I think IGAU is more balanced than MK9 by a lot, actually. Injustice is way more bullshit, even low tier characters have safe 50/50's and can lead into high damaging combos into ambiguous stuff. MK9 low tiers absolutely suck. Why do you think the balance is so bad in Injustice?
Most MK9 low tiers just needed someone really good representing them. Even a low tier like Jade had a really good D1, D3, D4, and movement speed. Her only problem was getting good damage consistantly. I mean she had instant 0 recovery armor for several seconds and could become immune to projectiles...
IGAU is imbalanced way moreso because of the mobility. If Jade or Kano were good, they could easily get into footsie range with Kabal and play footsies, he just had an advantage vs them in most areas. Getting in on the good defensive characters in IGAU is nearly impossible because you have to commit to huge super obvious dashes or really long slow attacks, where the opponent can easily just react with a d1 xx special.
Mobility (or lack of it) makes zoning and defensive play just way too powerful in IGAU.
