"His serious tone throws me" what does 'throws me" mean in that sentence?

Most likely, "throws me" is being used in the same way as "throws me off." To "throw (something) off" can mean "to distract," "to confuse," or "to make lose focus." Your example sentence can be interpreted as "His serious tone shocks me."

Why some people can write very well in Eng but they fail when it comes to speak ? Actually what is the best method in improving our speaking ?

Probably the biggest reason why writing is "easier" than speaking is that you have more time. You can always revise your writing, which you can't really do when you're talking to someone.
One of the best articles we've found for improving one's speaking skills is this: http://bit.ly/1oQa51f
Follow what it says. Your English-speaking skills will improve tremendously. 👍

When we can use -ed (example I was askes or I asked, She was lied or she was lying) ?

"I was asked" means that someone asked me. It's passive voice.
"I asked" means that I was the one who asked. It's active voice.
"She was lied to" means that someone lied to her. It's passive voice.
"She lied" means that she was the one who told the lie. It's active voice.
For more information on active/passive voice, read this article (http://scwrl.ubc.ca/student-resources/grammar/active-and-passive-voice/) and watch this video: https://youtu.be/FHPQpgkNJb0The_YUNiversity’s Video 135724522882 FHPQpgkNJb0The_YUNiversity’s Video 135724522882 FHPQpgkNJb0

Im Indonesian girl and majoring English Education. Any tips for memorizing vocab and the meaning? Accidentally i sometimes forget the meaning of the vocab so i couldnt be able to catch up the idea of the sentence. Thank you in advance and forgive my bad english.

First, your English is quite good. 👍 The best way to learn vocabulary is to use it in everyday life. As soon as you learn a new word, make a sentence. For example, if you learned that "mendacious" means "lying, deceitful," you could make a sentence like this: "Pinocchio, a mendacious character, gets into a lot of trouble because of his many lies." Learning vocabulary this way is not only effective, but it also makes you sound smarter because you know how to use difficult words correctly. Your writing will also get better— for the same reason. For words that you have particular trouble remembering (even after making sentences), we recommend making mnemonics (memory aids). Take a look at the mnemonic we made for "curmudgeon."
If you're interested in mnemonics, we wrote an article that provides a few examples and a list of links to others: http://bit.ly/1opFh98

how to use "inkling" correctly ?

An "inkling" is a slight suggestion or vague understanding, so here are some ways to use it:
- Nan had no inkling of how hard the exam was going to be.
- When he heard people screaming, Henry had an inkling that the dental procedure was going to be painful.
- Peter doesn't like sports very much, so he has no inkling of how cricket is played.

how to use 'tend to'

"Tend to" can mean "have a tendency":
- Nan tends to blink rapidly when she's about to explain a complicated issue.
- Henry and Peter tend to have lively debates about their favorite manga characters.
"Tend to" can also mean "to take care of":
- Nan will spend time today tending to flowers in her garden.
- Henry tended to business while waiting for Peter at the bank.

Can you please correct this; I was asked to accompany her, little did i know there were balloons thrown at my face and a birthday cake awaiting.

"I was asked to accompany her. Little did I know there were going to be balloons thrown at my face and a birthday cake awaiting me."
The "Little did I know" part can be replaced with "Little did I suspect," "I had no idea," "I had no inkling," or something similar.

What does "think out loud" mean?

It means to literally "say your thoughts aloud"; it's similar to talking to yourself. For example, "I wasn't talking to you. I was just thinking out loud."
It could also mean "to say something as soon as it comes into your mind, without waiting to consider if it is sensible or useful." For example, "I'm sorry. I shouldn't have said that. I have a bad habit of thinking out loud." 🐵
