If people still call her "Mary" Carey, then it should be "People call her Mary."
If they stopped calling her "Mary" Carey, then it should be "People used to call her Mary."

They are exactly the same thing. "It's" = It is OR It has (+ past participle).
- It's been cold. = It has been cold.
- It's destroyed everything. = It has destroyed everything.
- It's been an awesome day. = It has been an awesome day.
