Eh, honestly the sentence's grammar confuses me. I feel like if it was going to be a sentence it should have been "Bizet had been commissioned to write an opera, which he turned DOWN, [for] the comic tradition, which was so revolutionary that puzzled audiences respond[ed] with shock."
The placement of "which he turned ____" does not fit in next to the comic tradition because it does not apply to that. "which he turned ____" applies to the opera, does it not?
I would say that it's DOWN because it was a tradition yet he turned it down, causing the audience to become shocked.
Of course, this answer may be incorrect because I'm not the brightest out there.
EDIT: Rereading my sentence doesn't even make sense to me anymore lolol
