I own a recruiting service for companies seeking commission-only sales agents. We are interested in expanding to reach international businesses who are seeking USA based commission-only sales reps. Any idea how I could reach Chinese entrepreneurs who want to expand their brand to the USA?

Easy way to try Chinese markets would be to hire virtual assistant who will find Chinese companies interested to sell to United States via sales agents. After that virtual assistant can act as an intermediary between Chinese companies and sales agents. This would not need high investment and could be started very easily.

Would a foreigner joining a small Chinese start-up have any way of getting a legal visa in China?

If start-up is registered in China and have official office, then it shouldn't be problem to get legal work visa.

What is the standard VAT rate in China? Are they special tax rates for tourism investors?

Standard VAT rate is 17%. I do not know of any special tax rates for tourism investors.
