just curious, how many slots does ricecatkyo/king kyo have? because they now own 8 plumies (sunni, issac, kade, aisopos, marcus, alistair, ciel & now aka alice from the claire readopt)

That's a hard question... Probably a tie between a couple of my plumerians, they're the only characters that I tend to develop really detailed histories/personalities for.

If you don't mind me asking, how do you go about judging contests? Is it in like stages, where you narrow it down to like 3 forms, or do you immediately know who the winner is? And how do you determine if someone is worthy of a runner up?
I tend to narrow it down to all completed/qualified forms, then rule out any that don't seem to have as much effort/development/whatever the requirements for that particular contest may be, then pick my favorites out of those, and from that point I see if a particular one stands out as the winner or, often, ask a couple guest judges to help me decide. :> Runners up are usually given if my top faves seem really close together in 'ranking'/all very well-done, and I have a hard time choosing between them/feel like they deserve to win something as well. Often, though, if I don't have the inspiration/time to make quality RUs, I opt for just giving honorable mentions instead -- which kinda sucks but I don't want to get people's hopes up and then give them a design of lesser quality than they deserve. hopefully that makes sense!

For GA apps: - Are they required to finish them within a certain time frame? (I only need a week or so) - Does it have to be on Oekaki? I can do both, but I prefer SAI
Yeah, I think I'll give them about a month. Oekaki is highly preferred, since it's less hassle and people can edit their refs. ^^

Oh lord that's a tough question xD Plumes are a lot of work to deal with for little thanks, buuut they also definitely get developed and used more and that's super awesome to see for me. Starsweets are really fun and also pay me back for the work I do designing and running them, but I'm not as deeply attached to them as I am to plumes, you know? If I absolutely had to choose one, it'd be plumes, issues and all. :'P
